That's correct: The fuel filter is the in-carb paper element. Although small, it's actually a pretty good filter - no additional filter needed. The fuel tank strainer prevents big chunks from getting to the fuel pump and jamming the check valve.

If you like, you can change the filter inlet housing to a '77 design piece. This is larger, and you can use the longer paper filter. You will have to slightly (carefully!) bend the fuel line to accomodate the longer filter housing.
