Above the muffler on the driver's side on the corner of the frame is the ground location for the rear harness.
Remove it, clean and reinstall with some die electric grease.
If that doesn't help and the contacts in the bulb sockets are clean, then just replace the sockets, they corrode internally. Just a few bucks at any parts store.
If replacing, best to solder and shrink wrap connections.
If the lights don't work properly, it's just an invitation to get pulled over.

Thanks for the tip noonie, luckily I can cycle the blinker manually until I get a handle on the grounding issue.
