First check to make sure it is not hitting on the stuff under the console. A few times I had mine out and before I got everything back together all the way it would rest on the shifter bracket. Neither wheel would turn until I picked up the console a little

Expanding gas. You could have a leak in the system!

What is frozen? Are you saying the thumb wheel in the console won't roll or are you saying you see ice under the hood?

I didn't take the console apart but is there a cable that hooks up to the unit? Maybe to the heater control valve, because that is broken. The other side moves freely,a/c,vent/bi level.etc....

No cables for AC cars. There are electrical and vacuum connectors under there.

You can get a rebuild kit for HVAC controls.

Check your information again brother. FACT: There IS a cable that controls the hot/cold door...and that goes for ALL A/C Corvettes up to 1982...and even 1984 and later with manual controlled HVAC control heads also.
