Being a 1979....and if it still has a cruise control traducer....the transducer can be binding also.
Also...when a new cable was installed...GM had an aluminum retainer that clipped onto the cable housing to hold the curve radius of the cable. This was so it would not be allowed to be possibly bent into a tighter radius...and cause the cable to bounce due to binding.
Make sure the cable is away and secured from all heat sources.
