Really, if you want to keep your "investment" in the repair of the headlights down to a tolerable level, test the components yourself. That way when you go to a shop, you will know if you are being treated fairly. If you can turn a screw or connect a vacuum line, I can show you how to test. A lot of parts stores will loan you a hand vacuum pump (Autozone being one) for nothing. Three simple vacuum checks per side, and you will know what needs attention. You can do it.........

Ok Dave- I went and took the plunge. I had to manually raise my lights last nite to get home from the Sushi Restaurant. When I got home I realized my lights would not go back down- so I looked at all these diagrams found the one little flange underneath that easily lowers the lights and Wallah!- the lights came down. My first little venture as a mechanic. Thanks for the encouragement.

Be aware that if the lights don't move either up or down on their own, there has to be a significant vacuum leak. This can lead to poor engine performance.

Check vacuum system. Let the car run a while. Turn it off and get a stethoscope at cvs for cheap. Start hunting down leaks, try to fix them or plug off at the bad spots. Shouldn't have any leaks when your done.
Worked for me. I got the whole vacuum system working before the body was on the car.
