Default Tie rod ends

This may be a dumb question but I'm trying to relearn all the stuff I've forgotten over the last 30yrs.
I'm slowly re doing the suspension and plan on replacing the ends anyway but my question is this: The joint should be tighter than this correct? I'm thinking that I shouldn't be able to move them with my hand.

You should be able to 'twist' links that have ball joints on both ends; but there should be no free-play when you lift or pull on them.

If I was trying to lift or pull on them, should they be checked with the wheels on or off the ground?

off the ground. hands on 9 and 3 and wiggle back and forth. should be no play in the tie rod ends.

I like to check them on the ground and have a helper turn the steering wheel back and forth to check for wear. That way the rods don't have a load on them when the wheels are hanging down.
