Because using the 1979 taillights in a 1980-1982 rear bumper just does not look right to me. I would also replace the rear emblem. Using a 1979 emblem on a 1980-1982 rear bumper just looks really out of place.
I put the 80-82 bumper on my '77 with no problems. I did have to leave off 2 metal brackets with rubber strips on them as they stuck out to far so the bumper wouldn't bolt up otherwise. Your '79 should be the same.

Mounting was another 300.00 - Fit was very good.
Paint at Macco was another 300.00 - I did some of the sanding myself, but they did need to do extra prep before painting.

If you go with a new urethane bumper...which will fit up very easily due to it being able to flex. If it comes in raw...with no primer...please be careful when handling it and also when you go to prep it and prime it before painting. DO NOT apply/wipe any type of solvent on it...or it can make the urethane swell. There are specifically made products just for dealing with a raw urethane part that needs to be primed. This is NOT an opinion...but a FACT.
