UPDATE:
I began to install the new window seals today and having a little trouble. I had to waller out the holes in the door to make the studs align but the outer seal does not seat flush against the door frame. I read in a article that some people put extra screws thru the strip to hold it in place. Is this the only option short of getting more WS?
Also, this kit came with another piece but I have no idea where it goes.
The extra piece is the lower window seal but still do not know where it goes.

Figured out the other seal attaches to the door panel. The car has new door panels with the seal already attached so thats good. The window appears to roll up fairly well.
However, when reinstalling the door panel I noticed there are no clips that attach the panel to the door. Is there supposed to be some and they are missing?
