The overflow tank isn't under pressure, so the leak sealant won't really work like it should. You would be much better off to remove the overflow tank and have it repaired. Any radiator shop (car, truck) can do that job easily and leak test it afterwards for not very much cost.

Yes. When the engine warms up the water will expand and some will be displaced to the overflow tank. Then when it cools after shut down it will be pulled back into the radiator along with the stop leak you added.
