Look On Willcox's site and see if he has a diagnostic chart to finding your problem. I can tell you how to check it...but honestly..I can not type for hours on how to do this.
Your actuator relays can be bad...the headlight switch can be bad and not switching the control vacuum to the relays...your seals in your headlight actuators can be bad and leaking.

no hissing sounds from any where..brand new actuator relay & brand new headlight switch and ran all new tubing for all of the headlight system
sorry to say but new components means almost nothing. i chased an issue on mine a while back and 1 canister and 1 relay were bad. you need a vacuum tester or i used a shop vac. go easy if you use a vacuum

I have been "bit" by new parts being bad right out of the box.
I use a vacuum pump myself so I do not have to fight over the sounds of a running engine.
DOUBLE check you vacuum hose routing.
You have to verify that the small hose that goes to the actuator relays will cycle from no vacuum to vacuum going to it when the headlight switch is being pulled and then pushed in.

figured it out...the holes on the switch were backwards
