I have a white C3 Vette.I just cleaned the wheel wells. I would like paint them . Would it be better to use a flat black or a semi gloss. Any opinions on which would look the best. Thanks for any reply. :-)

If you paint them with semi-flat you'll continue to be able to wipe them off on occasion to keep them looking nice.
I feel flat black is really more difficult to maintain.

Neither is correct. There was never ANY flat-black paint placed anywhere on a C3 Corvette. And semi-gloss black was applied only to the frame/birdcage components and engine accessory components/brackets.
"Blackout" paint was applied to the engine compartment surfaces, the wheelwells, and some of the area underneath at the rear of the car. Blackout paint was [essentially] satin-black or semi-FLAT black paint {both types are different labels for black paint with the same sheen}.
John Deere "Blitz" satin-black (spray can) paint is your best choice for that job, IMO. It is a more durable paint than Krylon or Dupli-Color in that type of environment. You can buy it at any John Deere dealer/parts outlet.
