The engine and cooling system will stabilize at an operating temperature it "prefers". This is usually above the temp rating of the thermostat....whether it has one or not. Stat does not SET operating temp; it just allows the engine to heat quickly, up to the stat temp rating.
You aren't doing your engine any favors by leaving the stat out of the system. Most engine wear occurs when cold and as it starts to warm up. With a stat in it, engine heats more quickly and has less time in that "high wear" zone.
Make sure the [lower] suction hose on the radiator is corrugated or has a metal spring inside to prevent collapse at highway rpms. You also need the chin spoiler to direct cooling air to the radiator.
As mentioned, the temp where your fans come on could be set too high.
Lastly, 215*F is not hot to the engine. 240 or higher is HOT as far as the engine is concerned (if it has organic oil in it).

However that should not give the overheat syptom, I would suspect air in system.
Put a Stat in and carefully bleed Air out of system.
I use 180 yout choice on Temp.
