Default power steering troubleshooting

I have read the papers on power steering pump installation etc. But I cannot find anything on troubleshooting. I have rebuilt my entire power steering system but it does not work at all. I would like to systematically figure out which component(s) is not working. Is there a diagnostic or troubleshooting guide someone can direct me to? Again mine currently does not work at all so please don't tell me there is air in the system. I have gone through that procedure.

What are the symptons is your pump flowing. Is there fluid disappearing. Does your car make noise when turning.

Check to make sure the hose connections from the PS valve to the steering ram are correct. It's easy to cross them.

Symptoms! It does absolutely nothing. There is no noise.
I don't know if the pump is flowing. How can I tell? The reservoir stays full.

Nice to know I’m not a lone! You think you’re doing the right thing by proactively installing new parts as part of a rebuild and it turns into a nightmare!! I’m about ready to convert to manual steering!!

Might be good to start at the beginning. Was it working before you replaced all the parts and did you perform the axle stand stop to stop and balancing procedure outlined in the paper above?
