75 Canadian Bumper Paint Keeps Cracking

The 'proper' paint stayed on the original bumpers just fine. But, it has to be formulated for the flex bumper. If your painter sprayed the car and bumper with the same [normal] body paint, it won't adhere well.
A good paint shop should have no problem researching and preparing paint for that flex bumper. Getting an exact paint match may be troublesome. But, the cars from the factory [with those bumpers] had difficulty with color match, also. I bought a new '74 car [yellow], and there was a slight difference in color between the body and the bumpers.
If you feel your painter is not up to the task, call around to others and find one that has experience with painting the flex bumpers. Take a sample of your paint (for color matching) to him and have your bumper[s] repainted with the right stuff.
