While tempting, you never want to use a driver that fits inside the plug or you're asking for a leak as it will create a cave in effect. Maybe to just get it started worse case then use a driver equal to, slightly less than the O.D. of the plug. Coat the outside with "High Tack" by Permatex, not a slippery silicone. Also, what about freezing the freeze plug, to shrink it ever so slightly.... I won't suggest heating up the block with a torch in the area of the install to expand that area.
