I'd have been willing to bet that the flapper doors were there from the beginning of Astro Ventilation for the 68 model year.
I've re-read the astro-ventilation section in the Chassis Service Manual and it appears the heater/defroster blower control was changed at some point too so that the blower is always on low speed anytime the ignition switch is on as part of making the system more effective.

Question 1: Early 68 cars had the firewall/cowl area painted body color. Later cars had this area blacked out as on 1969 and later cars.
Question 2: This area was not blacked out on early cars but was on late production cars.
Question 3: 1968 cars did not have the vacuum actuator and doors on rear bulkhead for the astro ventilation system. It was only the rubber flaps....
