just got a 73 and after getting a few thing straightened out. I took it for a ride and was quite surprised when I dumped the clutch and she laid side ways and smoked the tires . my last 73 L48 couldn't even come close.
is there any way to check the spec of this create engine

Yeah, ask the seller what the specs are...................
While trying to find out what my stock ratio was, information on the internet was always wrong. Some said .355, some higher. I found mine in the owners manual while re carpeting. Different ratios are available. I will write again with a tach/speed after I check it.
My .308 rear gears use 1800 RPM to go 45 MPH in 4th gear with 245/60 15 BFG tires. If your tach reading is higher it would indicate a numerically higher rear end ratio.
GM makes a bunch of different crate motors could be anything. Some of them seem pretty nice. Not that you couldnt do something cheaper, its that the stuff is brand new with a good warranty. Havent had anything done by a speed shop thats held up like an oem type piece would, probably why they dont build that much power into them.
Could be any variation of the GM crate motor...some are pretty stout..some are not (290 Gross HP version is not better than a stock L-82 250 Net HP). FWIW...Just about any car with a stick, if you drop the clutch at a high enough RPM will spin the tires, regardless of rear gears.
I had a 75 Chevy Monza 4 speed with a 4 cylinder engine that would spin the tires with enough clutch RPM dumps as well as my 1988 Mustang 5.0 LX..220 net HP with 2.73 gears and a 5 speed...it would smoke the tires mercilessly with minimal RPM clutch drops...
