Trying to re=assemble the manual steering wheel on 1969 corvette roadster. I have replaced the broken ignition tumbler and trying to reassemble the steering wheel, but having problems with the lock ring. I can't compress spring and plate assembly far enough to re install the lock ring. The compression lacks 1/8 inch of reaching groove for lock ring. I have had this assembly apart 4 times resulting with same issue. I woud appreciate any suggestions. Thanks in advance.
Your problem is that the upper steering shaft telescopes as you attempt to compress the locking plate.
When you tighten the "star screw" this prevents the upper shaft from telecoping. However, most tools interfere with the star screw. Use a 5/16-18 set screw or a #20 Allen Screw in place of the star screw.

Standard (non-adjustable) steering columns do not require a "star screw" or set screw since the upper steering shaft does not telescope. Here is a picture of the upper steering column parts.
