I believe those are one of several configurations of screws/washers used on the door panels during the 70-72 model years.

One of the configurations used:
The typical screws used for the top, outer side, and inner side, of the dash panels. The one shown with the flat washer is what I'd expect to see on the hinge pillar. Not another configuration.
They remind me of the lower dash pad screws that go in from the door side. But I am far from an expert at this game.
Yep, they do look like the side screws of the dashboards because I just took mine out a few days ago. Its the thick chrome plated washer that sets them apart from the other dashboard screws.

The side dash screws on mine look like the ones in Alan's 4th picture. Like mooser said the head of these screws are squarish to the point it has the appearance of having a washer under it.

I REALLY DO SEE screws similar to those you posted on the door panels on some cars, but I don't think they were ever typical for the dash pad to hinge pillar fasteners.

Could be screws from 'alternate' vendors for that part. Some fastener drawings have 'alternate' configurations on them, just to allow parts from different vendors. {Competition yields lower prices, you know.}
Did they put the right screws back in the kick panels?
Same screw just longer.
I found my kick panel mounting screw on the drivers side threaded
into the lower dash outer side. I realized this when I needed a stubby screw driver to get it out because it was too long.
They do resemble lower dash outer side jam mounting screws.
