The power steering control valve is leaking on my 1977. It doesn't appear to be leaking out of any of the fittings or the large gasket that connects the 2 parts together. Rather... it appears that it is leaking at the rubber gasket that goes around the shaft. Is this common? Can power steering fluid leak out of the shaft if the rubber gasket is shot? My gut feeling is it can't only because the only thing holding that gasket in place is the clamp the bends over the PSCV and is held in place by a little bendable tab. I think only grease is in there but I am not sure.

Yep, that is where the fluid comes out. That is not where the leak is located, just where you see fluid coming from. Time for a rebuild. I did mine recently for the first time. Not difficult, just has to be done right or you will be doing it again.
You might find some of the info in my thread useful.
the rubber boot is just there to keep crap out of the actuator, if fluid comes out, the seals on the valve itself are leaking and fluid comes out the easiest place it can find...
echoing the previous post, I did mine in about 20 minutes for the first time, it is really easy if you follow the instructions and heed all the warnings...lots of good info in his post, and there is a really good step-by-step (with somewhat blurry pictures) on the CSSBINC.COM website under how-to/downloads that is really easy to follow (and what I used with success).

good luck!
I just ordered the rebuild kit. The PSCV is on my bench ready to be rebuilt.
