When you have to pull the spark plug wires. Pulling on them, stretches them, reducing the diameter of the rubber jacket, which makes them grip even tighter! Even the special pliers don't do all that well, because they too, grip them tightly. Both methods also fail to address the 'bonding' of the plug wire, to the insulator. This tool, solved all that because it pushes the jacket is from behind, forcing it to bunch up first and that breaks the bond. The plug wire, then comes off easily. There's a sheet metal version that I saw, that's shorter than this, for tight spots that does, the same thing. Well worth having in your tool box.
Powerbuilt Spark Plug Wire Puller PN 648423. My friend Hector at the Shop next door showed me this and I finally found it. It's not a very common tool, but works exactly the same way. I just brought one on Ebay for $8.00 (free shipping).

This is the one, for those tight areas:
I have one and it does the job but once it gets oil on it the red plastic starts to slide off.
I prefer the pliers style because you can grip the boot and twist it to break the bond if needed, then go under/below the boot it if you want. I have 3 different kinds, all probably 40+ years old...the little cheap set of picks from HF are hand for that as well...
