can it be adjusted in to make a fiberglass nose fit better?
the center brace that holds the impact bar show slots for adjustment but the nut n bolts that hold it together are odd. anyone know of this?

YES.....I have done many 1973's and 1974's...the steel impact bar assembly can still be used when you install a fiberglass bumper cover. IT HAS TO due to it being a safety issue.
I do not know what you mean by 'odd'...in regards to the 'nuts and bolts'.
heres the brace, you can see the bolt poking out. you can also see were the adjustment slots are. so i assume the impact bar can be move inward. am i correct? or why would it have those slots?

That bolt is part of the 5 mph. bumper. it extrudes through the hole on impact.

I'm having a hard time understanding that. it looks like it just holds two brackets together.
Maybe extrude was the wrong word, but that assembly as a unit is intended to absorb the impact. The assembly is held tight and the impact is absorbed by the movement back into the slots. It does not return like the later shock absorbers.

oh ok that makes sense. so that square nut on the bolt 'extrudes' back. i thought it was a one piece. but after looking at it again it makes sense what you say. so the slots are not adjustment. but i should be able to push it back a inch and not effect its purpose?

i used another nut as a spacer between the slider bracket.everything bolts the same so far. hopefully thats enough to fill the 1/4 inche gap on the sides of the bumper.
ALSO consider that your front bumperettes on each side of where your front license plate goes... may be holding out the bumper...and not so much the impact bar....THUS...you will have a gap at each side fender area. These bumperettes can be slightly adjusted towards the rear.
When I am doing these ...if I get it like you have it I test fit the fiberglass bumper cover and see how it fits....then go from there. NOT 'saying' that you had not already done this...

yeah its a fiberglass cover. i already got it on, now body shop can do the rest. also i don't need the lower retainer with a fiberglass cover right?
If you are referring to the steel reinforcement retainer at the bottom of your front bumper cover where your VALANCE panel attaches. I try to re-use it if at all possible. Sometimes I can...sometimes I can not. And this is dependent on the shape/contours of the fiberglass is where I would pop rivet this retainer in place.
