I believe I have a bad actuator valve here's why. When I put vacuum to the valve through the yellow supply port with no vacuum to the white control port I should have vacuum through the green open port. I can not build vacuum through the green port so I believe the actuator valve is leaking. When I put air through the yellow port and plug the green port the air leaks out the exhaust. Do I need a new valve?
You have to block the green port (a finger will do) while you apply vacuum to the yellow. It should then maintain vacuum indefinitely.
Next apply vacuum to the white port and release. Do this a few times. You should hear a piece inside move when you release the vacuum.
Finally put a tube to the white port and apply vacuum. Clamp the tube fully shut. Block the red port and apply vacuum to the yellow. It should maintain vacuum indefinitely.
If your top control chamber is holding vacuum and lifting the internal piston you need a new piston unless you want a repop relay. Here's a couple of videos I've done on how I test my relays. If you are interested in having your original one rebuilt, let me know.

Thanks yes I did the test and the valve will not hold vacuum. I have ordered (2) from Bairs. Repops to be sure. I'll keep my fingers crossed that they are good.

Don't waste your time and money on repops, Send your originals to Dave and let him rebuild them, I did and they work Great. Thanks again Dave
