Help Identify Device
There is a small metal cylindrical device (about an inch and one half in diameter and about four inches long near the drivers side of the carb.
This device is just forward of the carb linkage.
The front portion consists of an electric fitting plus a couple small diameter black hoses.
One hose appears to be connected to the passenger side of the carb.
On the back there is what appears to be an extended bolt with a portion of its shaft showing.
I think it is interrelated to the carb.
Would appreciate any feedback regarding:
1. What the device is called.
2. What its function might be.
This is my first thread and I have not been totally unsuccessful in attaching a photo after several failed attempts.
That device is called a CEC or a combined emissions control device. It combines an idle solenoid with the TCS, transmission controlled spark emission control system. It inhibits the vacuum from reaching the the vacuum advance of the distributor until the the transmission is in third or fourth gear for a manual transmission and third gear for an automatic.

I'm glad you're here!
70LS is right. It's the CEC solenoid.
It's one of the main parts of the 71 emissions control system. When the solenoid 'firers' the plunger sides out to hit the throttle linkage to increase idle rpm. The hex head on it is used to thread the plunger in and out.
It controls rpm and vacuum advance to the distributor under certain conditions.
Other parts of the system are a small reversing relay and delay timer relay mounted on the firewall to the left of the wiper motor, a temperature sensor/switch in the right side head, and a gear sensor in the transmission.
If functioning properly you really don'r realize it's operating under normal driving conditions.
How about a few pictures of your 71? Uploading is really easy once you follow the directions.
