just changed out my starter in 1970 bb and when wiring it up great light show of sparks...forgot to disconnect battery.....so I disconnect it and make all the starter connections and connect the battery now I have no voltage anywhere.....I checked for a bad fuse but think im looking in the wrong direction....help

Yes that's it.
The red lead headed to the solenoid is a red 10 gaug to that point, the brown loop spliced in is only 14 gauge, and the wire out of the loop is red 12 gauge. So in a 'short' situation the 14 gauge wire burns first protecting the rest of the harness.
The 2 'barrels' are formed rubber seals on the splices.
My description may not be quite technically correct because I'm a pretty poor electrician…. put the brown wire burns FIRST hopefully saving everything else.

I hate to belabor the point but this engine compartment has been really bastardized and I have wires hanging that go nowhere...do all these c3 have and or need this link cuz I aint seeing any.....

I just took a look at 70 wiring diagram and it appears the original harness for your car had the fusible link.
One of bubba's favorite thing to work with is electrical systems…. so it's not a surprise you don't see it.
Certainly you can wire the starter with out the link, but that just puts more parts of the electrical system at risk.
Also, since the link stops the flow of current when it burns it decreases the likelihood of an electrical fire.
