I can't believe that the engine is doing this and the Check Engine Light (CEL) doesn't come on. Does the CEL light up when you turn the ignition to ON (prior to starting)? If not, maybe the CEL is burned out or could have been removed by a PO?
Excessive fuel injestion would send the oxygen sensor into 'overload' and the ECU would trigger a major fault. But, you've not indicated that it has. Confusing, at best....
'82 C3 had the OBD-I controls management system. You can 'dump' fault codes using a paper clip and the OBD-I connection port....if the CEL works.
