Here is what I learned since 2011 when I embarked on a quest to make my 68's head lamps and wipers work.
1. Wrong wiper motor, 68 only. Changed it.
2. Wiper switch in dash connector reversed.
Make sure yours is on as in Alan's above picture.
It will fit both ways believe it or not.
3. Check little ground wire for connection at override switch.
The tiny eyelet should be securely fastened using 1 of the mount
screws for the mounting. It secures the mount containing the
two pull downs and override ****.
I guess get the vacuum sorted than move to the wiper electrical issue. They are two independent systems but must work in unison.
Keep asking away you'll get it.

I came across this trouble shooting guide from a Chevrolet Dealer Service Bulletin dated Mar. 11, 1968.
It's in the appendix of the NCRS 68-69 TIM & JG.
I don't know if you've seen it or not?
It approaches the system from a 'symptoms' point of view which is a little different than some other guides which approach from a "how is a particular part supposed to work" point of view.
I hope you can blow it up a little so it's more readable and find it interesting if you haven't seen it.

I've been setting the lock nut at 3/8", not considering the position of the sleeve nut. Apparently someone removed the actuator not understanding that the other end of the sleeve nut is left-handed & will bottom-out ( minimizing its length ) if not held during the removal. Mine was pretty much bottom out with some force as it required a wrench to move it. After sleeping on the problem ( how can someone sleep on a problem ? Maybe, " tried to sleep thinking about the problem " ? ) I went to the garage Sunday morning with the hope that the sleeve nut was threaded and not permanently attached. Took me awhile to determine it was left handed. WOW ! SUCCESS !
