I have a 1977 L-48. I am updating the interior of the car. I have the dash and center cluster out of the car. Is it possible to put a vacuum on the system in order to activate the heater and AC actuators without the engine running? I've always had a issue with the defroster and thought this would be a great time to check it. Thanks
Very easy with a Mitee Vac or similar hand vacuum pump.
Just attach it to the small vacuum line leading to the tee after the check valve. In that way you can test the entire system by moving the selector lever. If you find problems you can then disconnect lines at the selector to determine if the problem is in or after the selector.
Somewhat leaky selector switches can often be repaired by disassembly, cleaning and some silicon grease.

Not advisable unless you want to suck out the insides of your actuators that are near 40 years old.
You only need about 10 psi to see if everything is working. Get a handheld pump. Our cars are super vacuum sensitive and your will get plenty of use out of the pump.
Yes you can, but as stated you must be very careful how much suction you put on the circuit. You can put an in-line bleed valve to tame down the vacuum. I actually use a medical aspirator to test components and/or circuits to entire vacuum systems.
