The "secondaries not opening" problem is VERY common. Most owners believe that if the pedal is down, the carb must be fully open.

Yes 2 things get you. Pedal to the floor, and that you can move the carb throttle arm full motion while cable is connected.

Got to have someone in the car pushing pedal to the floor while watching the arm movement
