Can't be much help because I'm not sure how different your 68 may be than a 71.

Upper arrow…. lighter lamp.
Lower arrow… lighter element connector.

The black wires remain a ground and light up my cigarette bulb when applied to the housing. I did not yet test the lighter.

And I stumbled onto the ground terminal spade. It was bent against the lighter housing and I missed it.

I leave the two wiper relay connectors alone for now. I had planned to replace the later vintage wiper motor with a '68 I have in a box. It no longer sounds like a slam dunk job. I've got other things that are more important at the moment.
