Didn't Chevrolet release a service bulletin for this issues many years ago....? I'm not sure which method was in that...I'll see if I can find it and post it here.

Well, I finally got it done. My issue was turning the rotor COUNTER CLOCKWISE. Duh. Once I figured out I needed to turn the rotor 1 tooth clock wise, everything just fell into place. Many thanks to everyone that replied.
