1 have a 1969 corvette and the wiper door opens by itself, and won't close. It was working fine. all of the vacuum pieces are new, thought this might be the solenoid?
Maybe, but I doubt it. The solenoid default position passes vacuum through it, so control vacuum should go to the relay. Simple quick test; turn the ignition on, but don't start the car. Push the wiper switch on and listen for a "click" sound from the solenoid area behind the tach.
Can the wiper door be pushed closed after the car has been shut off for a while? Does it open on startup? Have you recently changed the vacuum hose connections since you say you have new parts? Do you have a Mityvac or a vacuum gauge?

It sounds like a vacuum hose is disconnected. I would double check that all of the hoses are connected properly, and my guess is that the problem is somewhere between the solenoid and the wiper door relay.
Happened to me one time, a vacum line slid off obout in the middle of the Firewall... Follow the lines that come from the vacuum tank and go to that area...
Other than performing all the 'double checks'....I would verify the right wiper arm is down far enough to make sure the vacuum switch under it is flowing vacuum when it is down. You could also have a bad vacuum actuator pod...because seem of them out there are crap and can go bad REALLY QUICK...so do not be shocked.
