Is it possible it's the bolts not the intake gasket?
Some of the intake manifold bolts protrude into the lifter valley so oil can 'wick' up the bolts and puddle on the intake.
There are various sealers available that are applied to the bolts to help control the seepage.

What you are saying makes sense. If the gasket was leaking wouldn't I see oil collecting around the gasket?
I just ordered Permatex 80011 Form-A-Gasket #2 Sealant.
When I do the radiator swap, it will be the perfect time to fix this too.
yep looks like the oil coming up the thread , take them out and wire wheel them until they are spotless , clean them with some thinners and put your sealer on and carefully put them back in .
Be careful not to put a LOT of sealant on the threads. Excessive sealant can prevent the bolt from completely seating in place. Just wipe some on the bottom 3-4 theads and have none on the end of the bolt. That will get the job done.
