Once the carb is redone (Always start at the easiest point), I would then take the suggestion of an oversized inline clear fuel filter. This will prevent more rust getting to the carb if any is in the lines, and confirm whether or not rust is present to begin with. I suspect that the problem will be solved with the carb. Please keep us posted.
