remove the bolts on the center link and turn side to side, full lock at this point put some pressure on the wheel at lock to twist the torque rod so pressurized oil will be forced into the rack
The stops at the spindles may keep the rack from going to the end of the stroke and all the air may not be purged.
this was the only way I could get mine to stop,
give it a try, can't hurt
