Can you remove the needle and reset it to Zero? Yes.
If you do, will the scaling be right? Probably not.
The gauge was likely over-pressured and components were damaged/distorted such that readings will not be accurate....even if the gauge appears to function properly.
But, before you throw it away, you could test its accuracy if you could borrow a similar gauge from a friend and hook both in parallel and connect to manifold port on running engine.
Unless the guts of that gauge are made of plastic (which I doubt), heat would not cause the gauge to recalibrate itself. Perhaps it got dropped, used as a pressure gauge by mistake, whatever. But, you could still test it against another gauge, as I already suggested.
It looks like there is a post there under the cover. remove the cover and see if that will allow you to er-zero it. The cover may screw off, but looks like it will pop off on that one.
