Slow wipers?

Did the linkage move freely without the motor connected?
Could be a bad ground causing it to "find" it's own ground through the linkage arms or who knows
It might also be the switch but since it's working at all it's probably not the switch.
First and easiest test, use a jumper wire and ground the case of the wiper motor to something (alternator housing?) and try that.
If that does nothing, check voltage at the motor
Since you've switched motors it's possible, but unlikely it's the motor but you can test them sort of easily, check the wiper test videos by Wilcox

If no improvement then check fuse, fuse tabs and wire to wipers.
