Default Steering problem

I have a 1980 Corvette and installed a new power steering pump, control valve, cylinder and all new hoses.
My problem is that after installation and valve balancing the steering would turn to the left but extremely hard to the right. After running the engine for about 5 mins trying to bleed the system the pump started to
howl. Now when trying to balance the valve the cylinder will not move in or out and the pump gets super hot along with three hoses but one hose from the cylinder to the valve remains cold. Is it possible
for the valve to fail and not allow fluid to circulate through the cylinder and return back to tank.

are you sure you connected the hoses correctly on the PS control valve?

Yes the hoses are correct I am now suspecting that it is stuck spool in the valve.
