Yes, it's all cast iron and steel. BUT, a parts washer is mostly for grease, oil, etc. I don't think it will do much if it's has hard crud inside.
Might smoke a bit if you don't get all the solvent off.

Since you are in AZ, I would highly recommed that you cut the heat riser valve off its shaft before you reinstall it to the car. That device is only needed in cold environments; and, if it were to lock up from rust in the 'closed' position, you can easily damage the engine. I cut mine out years ago and haven't had any significant problems...and I live in TN.

Get rid of it as you will have problems.
I purchased a blank spacer for the passenger side.
I'm running stock manifold straight through to muffler no riser or smog stuff.
In extreme cold as 7T1 said it would retract to closed position like the choke.
Hot air would be transferred back through the intake manifold to warm the fuel and engine.

When they were daily drivers in Detroit it had a purpose.

I cut the butterfly valve out of mine too. Looks stock on the outside, but no restriction inside.
Next are the Felpro intake gaskets that block off the exhaust crossover in the intake manifold.
