1981 350 vapor canister filled with any ideas why?

Canister is filled with carbon. The carbon absorbs gas fumes. You have a lines coming from your gas tank to this. There are four lines between the canister and the carb at least there are on a 78. When running the cab circulated air through the canister into the carb and burns those fumes.

Here is what is inside that canisters. I opened one up. As a matter of fact I've opened up a couple to restore. Easy- fun- DIY- project. You need to remove the lower cover to access the inside. This is from a '73 but you get the idea. You can purchase the activated charcoal at any pet store. Same as used in aquariums.
Corvette vendors and local part stores sell the lower filter. However, the foam filter above the charcoal is not. I purchased a sheet of window air conditioner filter material from the local hardware store. Worked well.
