74 Headlight won't open

Welcome!
There is a pull down switch below the steering column that overrides the vacuum controls for the headlight and MAY open the doors.
Pull it down.
If that doesn't work the lights can be opened and closed manually until you repair the headlight vacuum system.
The headlights should illuminate as soon as you pull the headlight switch on the dash whether the headlight doors have opened or not.
If you look under the front of the car you'll be able to see if they're on.
Try the pulldown override switch. (Vacuum problem)
Look under the front of the car. (Electrical problem)

Your 74 car will have just the pull switch on the left.
To open manually... reach up from below through the lower valance. Grasp the rod and push up and rearward.
To close manually... reach up from below through the lower valance. Grasp the rod and pull forward and down.
DO NOT pull or push on the switch by accident.It's fragile. You'll break it.

Burning Brakes
Something else to check. When you pull your headlight switch to try to turn on your headlights does your headlight warning light come on? It's located on the right side in center gauge bezel. If functioning correctly, it will light up until the doors open.
