well power steering pumps do go bad....sounds like you need a new one.
i suppose you could test it by running the car with the low pressure side of the pump disconnected and see if any thing is returning to the pump. this is the small hose held on by a hose clamp in the back of the pump. if nothing is being retuned then it sounds like the pump gave up the ghost

Have you disconnected the P/S ram from the chassis fixing point and seen what happens when the wheel is turned? It should of course, push or pull the rod in or out of the cylinder. If not, is the cylinder working? I'm guessing it possible that the seals may dry out if the car has stood for a while? Might be worth putting new seals in the cylinder? Otherwise, I'd suggest another Control Valve re-build.
Why not take the high pressure line off the control valve and re-route it so that it flows into the top of the pump? When you start the engine, you'll know if you have flow or not.
