I was under my Dad’s 71 yesterday adjusting the emergency brake cable. Something must be wrong with the setup. I have the cable adjusted as tight as possible and it still isn’t engaging properly. It looks correct according to diagrams I have seen. However, there is a cable looping around the frame not connected to anything that has me confused. It looks like it is part of the setup but I don’t see it in any drawings. TRYING TO UPLOAD AN IMAGE BUT DANG! So awkward.

That "loop" in the pix is a driveshaft safety loop. Its to contain the driveshaft in the event of a U-Joint failure and keep the car from catapulting into the air. Instead, the cable will harness the spinning shaft and allow it to fling into the soft fiberglass near your ***. But, its the thought that counts.

So your emergency brake still not working? Is there any resistance at all when you pull the handle in the cockpit? If the cable is tight when you pull the handle about 14 notches, then something might be wrong with the brake shoes; maybe a cable came loose.

we have all new brakes. The brakes work great. There is some resistance but not enough. Someone added a lug nut in front of the adjusting nut to give it even more tension so I know something is not right. Maybe the cable that goes between the brakes is stretched?

The foot brakes (hydraulic) and parking brakes (mechanical) are two separate systems.
Remove the wheel and with the rotor hole at about 6 o'clock insert a screwdriver and pull up on the handle until the rotor turns with a slight resistance. Adjust both sides.
You are trying to turn the STAR wheel with the screwdriver.
Sounds like you need to adjust the parking brake shoes. There was a good post about adjusting the c5 parking brake shoes that relates well to the c3. You want the shoes tight so that you can just get the rotor on and off.
