Crystal Drano on the inside to clean out the old gas/tar etc. Put the water in the tank first, then the Drano..it off-gasses hydrogen so do it outside. OSPHO inside and outside to neutralize the rust...rinse/dry. Brush off the white Phosphor residue with a scotchbrite pad or wheel depending on how much there is. Two part Urethane from an automotive paint store to seal it...can be brushed on if you don't want a shiny finish. Two part urethane topcoat in the color of your choice from the same paint store, again, brush if you're not concerned with the finish quality.
