High-idle
I've got my first vette and only waited 38 years to get it!

Now the problems start - she idles high. Granted, it's very cold here at the moment, but the former owner told me about this.
I tried loosening the idle screw in the picture and lubricating the whole throttle cluster but the idle plate didn't move back onto it. Should the idle plate/stopper be able to move further back onto the screw or am I looking in the wrong places to get the idle down. It's at 3000rpm. (I'd like to take it out, warm it up and see what happens - but snow on the road says no for the moment).

But be aware that you have problems beyond that issue... the carb you have is one of the dreaded Commercially Rebuilt Q-Jets, and it will have significant problems and issues. E-mail me a request for my "Commercially Rebuilt Q-Jet issues" paper for a complete rundown on what to expect with that carb. One issue appears to be that your secondaries are cracked open - the secondary actuation lever has an angle indicating that the secondary linkage has been bent, and your secondary throttle may be cracked open, further causing your high idle issue.
Note a correctly adjusted secondary actuation tang - it is angled very slightly back from vertical. Yours appears to be laid back far more than this angle (but it could just be the angle of your photo). Check it out - if yours is angled back further than this, your secondary throttles are held open:
