Those are not the retaining strips, they are re-inforcements for the retaining strips. You might be able to find them from someone who breaks up C3's for parts. There is a guy in CT that does it. IDK how far from the Great White North that is.
Any chance of some more photos to show where these fit. I'm missing all the metal reinforcements on my front end (a previous owner fitted a new front clip badly!) and I can't work out where these 2 go. Thanks.

Obviously you are completely correct, it's just so hard to kick the habit of only looking at the instructions as a last resort!
Besides, where is the challenge in a complete body off restoration if you actually know what you are doing

The bumper cover has a smaller set than these that have the bolts mounted in them. These brackets go in the perimeter of the hole the bumper cover mounts to. So the bolts go through the glass nose and these brackets, providing a steel rim to bolt to instead of nuts digging into the glass.in that pic you can see the inside of the side marker light just behind the bumper- nose seam.
