Someone broke into my 72 Vette with teleoscopic steering wheel and tried to steal it screwed up ignation cylinder. Changed it out now I'm at a standstill, been waiting for plastic piece that goes over c clip.
It came in yesterday so went out to put everything today, here's the problem the c clip that holds the retainer down just slides on and off freely regardless of which way I put it on. I tried all different ways with the compression tool but even without the tool I can put it on and off. I remember it was a pain to get the c clip off when I took everything apart

Am I wrong, or is the C Clip 90 degrees off? I just did it and I remember it going in, straight up and down vertically. You're also missing the plastic piece underneath, but as noted, you've got on order for it, but I believe it takes up a good amount of the space underneath as I remember. PS: The 'fat' side of the clip, goes on the passenger side.
The orientation is off too. Note that the small oval hole is at the top and the wide ovals are at the bottom. See how the horn button at 11:00 actually protrudes through the plate.
Those white clips for the horn we're not in there when I took it apart, was talking about plastic piece that goes over c clip broke into 5 pieces when tried to take it off was very brittle. Guess I remember wrong when I took off the c clip swaer I thought it went on that way. Phone broke had before pictures of everything while I was taking it apart, will try tomorrow and see
The white horn contact also acts as a spacer, without it in there there will be no spring tension on the clip or preload on the upper bearing. Your pic shows that you are putting the clip on correctly, you just need the lower horn contact in there too, then the insulator on top of the clip.

I fully agree with you on just about all of this, but the plate orientation and clip orientation (IMHO) are off. The position of the three oval holes was the small one on top at the 12:00 position with the other two at 7:00 and 5:00, respectively. The clip went in straight up and down, vertically, not sideways as shown in the OP's pic. Notice how the edge of the plate at the 11:00 position is actually covering part of the horn button and preventing it from coming up fully. I just did this on my tilt-tele column a few weeks ago. The fat part of the clip goes to the passenger side as shown. Not sure why, but that's how it came and that's how I reassembled it. The pic provided shows that as well.
PS: If the steering wheel didn't come off, entirely centered, then that center part, may actually be turned sideways 90 degrees, so the two flat edges, that the clip go on, match the misorientation of how the job usually is done. The plate orientation is the tell.
