autozone, advance auto, oriely's, etc all sell lower line scanners that will do both. mostly generic data stream and code reading but will help with diag.
If the scanner claims to read data then yes, it will more than likely show tps since tps is class 1 pid. Different scanners have different update rates and data stream speeds. If I were you I would research and compare scanners in the price range your shopping in. If you knew how much I've spent on diag equipment over the last 30 years you'd faint. There's a snap-on dealer somewhere I bought a boat for. Lol

This is something like what you maybe looking for. Has the ability to read live data. I have an older version and there is more than enough live data displayed.
Watch swap meets, pawn shops, and fb market place you maybe able to find a good deal on a Snap on mt2500 "red brick" you will need the cables, adapter,keys, chips for GM OBD1 and OBD2.. THe good thing is you can buy specific chips say for you obd1 and then one for your 2015 GM and not have to pay for everything inbetween. If you are in a hurry you can buy them on ebay but it can get expensive fast. $100 for the scanner, $20 cable, $20 adapter, $30-50 for chips. I found two at a swap meet with cables, chips, adapters..yadda ,yadda for $50 combined.. I snatched them up took what I needed/wanted out of them for mine then after seeing prices on ebay sold each one for $100 with a cable, some chips, some adapters, a case.
I have no idea if it works on vehicles as old as 82 but I use an $8 ELM327 for all my other vehicles which blows away my actual old school obd scanner as far as features and functionality.. it uses a free app on my android phone called "torque" to view info and reset codes and such.. the one I have works via bluetooth but they make them for any interface including usb and such for pretty much any device. much easier than a laptop setup.
