The brake pedal return spring is integral with the pivot shaft and pivot shaft bushings. In this diagram, the spring is identified as number 11570. The spring is not visible unless you remove the pedal assembly and disassemble it:
If you get an assembly manual it will show the assembly and components in detail - essential to have if Bubba has been working on your car...

I do have the assembly apart. When I took it apart, there was no brake pedal spring for this 4 speed, power brake car. My assumption was that the internal spring in the power brake booster took the place of this spring that would be present for manual brake cars. But, the AIM demonstrates what you posted above in that there is a spring. The J50 option drawings don't show specifically whether the spring is omitted or included, so I am not sure whether to include it in the rebuild or not.
I have a '70 Manual trans with Power Brakes, and the Spring and bushing are not present. No signs that anyone was ever into this assembly
I'm thinking it was not used when a brake power booster was present. Instead it relied on the spring action of the booster itself.
The J50 Power brake option in the assembly manual does not address this issue... however, there is the following note on the J50 assembly page

To add a little detail:
Have you walked up to your car and for no explainable reason the brake lights are on.
That would be a good reason to install a sprig or rep,ace a damaged spring.
IF you "lift" the brake pedal toward the driver's seat by haND, how much excess travel was there?
Adjusting the brake light switch could solve the problem if the switch is out of adjustment to.
The spring needs to be there - it was not deleted for any option.
without it your brake light switch may enable tailights all the time esp when after its shut off and you throw your cover on it. There are some universal ones with a clip that slide over the brake pedal arm you can rig up if need be.
Just removed clutch and brake pedal assembly and my 1968 march 11 car with power brakes and confirmed I don’t have return spring either, I’m 99.9% sure this has not been installed ever no paint removed in that mounting location, mounting tab exists hole still completely painted.
