Keep in mins that most modulators have an adjustment screw inside so you can adjust the pre-load on the spring, thereby changing shift points. It can be adjusted with a small flat bladed screwdriver like this:
Where exactly is the modulator located? There's a delay between 2-3 gear when accelerating hard.

Also check to make sure that the rubber mod vacuum hose going to the carb or intake is not pinched. I had a new 76 Trans Am that started shifting funny and was quite worried about it. Sure enough I had somehow pinched the ruuber hose when putting the hood scoop and air cleaner assembly back on.
